The Anti-Corruption Agency Presented Two Publications on Public Procurement
The Anti-Corruption Agency hosted April 18 an event presenting the brochure ‘Preventing Corruption in Public Procurement’ and a Public Procurement Methodological Manual for civil servants, developed within the framework of the technical assistance project ‘Promotion of anti-corruption measures to improve the investment environment’, implemented in 2024-2025 by the Anti-Corruption Agency jointly with the Japan International Cooperation Agency, JICA.
For reference: This project provides for the coordination of state anti-corruption policy, the formation of an uncompromising attitude towards corruption, as well as mutual cooperation in anti-corruption training and increasing the activity of non-governmental organizations. Within the framework of the project, advanced training, exchange of experience, workshops for employees of the Agency and relevant departments are organized in Uzbekistan and Japan.
As part of the project, the Japan International Cooperation Agency has attracted Japanese experts to assist in preventing corruption in public procurement in Uzbekistan.
High officials of the Anti-Corruption Agency, the Senate of the Oliy Majlis, the Legislative Chamber, the Supreme Court, the Cabinet of Ministers, the Embassy of Japan in Uzbekistan, the JICA Representative Office in Uzbekistan, as well as officials from ministries and departments attended the event.
The Working Group consisting of representatives of the Anti-Corruption Agency, the Prosecutor General’s Office, the Supreme Court, the Ministry of Justice, the Ministry of Economy and Finance, the Law Enforcement Academy, and the Tashkent State University of Law actively contributed in the preparation of the brochure and methodological manual, which focused on further improving the knowledge and skills of civil servants on the basic rules in public procurement and important issues aimed at preventing corruption.
In particular, the manual, using specific practical examples from the experience of Uzbekistan and Japan, examines the most common cases of corruption, problem situations and ways to solve them in the public procurement process. This is especially useful for improving the efficiency of employees of internal anti-corruption control units of government organizations and auditors.
Professor Katsuya Ichihashi and Associate Professors Matsumoto Mikiko and Rie Yasuda of the Nagoya University of Economics provided practical assistance in the development of the methodological manual.
The brochure and methodological manual will serve an important source of information not only for civil servants, but also for researchers and people interested in this area, for an in-depth study of issues of combating corruption in public procurement.
The event also discussed the issues of further increasing the effectiveness of cooperation with the Japan International Cooperation Agency in combating corruption.
